I only think it's inappropriate if they were touching your dog to pet him.
If the manager was touching your dog to drag you & your dog out of the store, then I would say it's entirely appropriate.

its acceptable to come over and touch my dog when he's in a bag in my cart?? i was in the pet section at target today and i was reaching over to get a few things when these kids and parents come over touching my dog. what if he were to bite? (not that he would) in some weird way, i think it's the same when strangers touch your belly when you're pregnant or touch my arms cause i'm tattooed. some things you ASK before you do
Dogs DO NOT belong in Target. Take your dog to Petco/Petsmart or another pet store and then repost this.

i wasn't saying this to "stir the pot" i saw the dog posts and wanted to vent. sorrrry! and he was with me cause we had just gone got petsmart and i had to return something at target and get the dogs a pool.
the only people stirring the pot is the people responding to this post being nasty. i was saying this as in general, whether you're walking your dog or out somewhere.

So you should have taken doggie home first then went to target or gone a different day AFTER ALL thats what I have to do. I have a 70 pound dog I can't lift him in the cart

I'm thinking that if you know you have errands to run in places that dogs do NOT belong, do not bring the dog. Plain and simple. I am a dog lover, however my dog is NOT attached to me at all times.
Planning ahead would benefit you greatly

No. When I bring him to petsmart they always ask. I always ask. And if I take him for a walk people don't really come near us unless it's my neighbors cause they know us.
BUT I think if you bring a dog to petsmart the dog should be friendly!

no they dont touch the dog.. mainly because I do not bring my dog in public. I also have a dog that many see & do NOT want to touch.. so my answer is no..
I choose not to bring her in public places where she doesn't belong, which ultimately causes the unwanted attention
think about it.. when you bring a dog where they normally are found (dog parks, street, pet friendly stores) it isn't a big deal.. When a dog is found somewhere it doesn't belong, it causes a scene and everyone wants to see and touch the "cute little doggy"

not true at all, even when i'm at dog parks or walking them, people still always come over. dogs get attention no matter what. they're cute and cuddly
and just so we're all clear, i didn't see a sign at target saying no pets, so as far as i'm concerned, it's fair game

not at all, i'm not stupid enough to put my dogs on the floor at stores. i barely let them go on the floor at petsmart cause the dogs make messes all day long there. plus, poodles are ugly. my dogs are cute

ESPECIALLY...since the dog didnt belong there, I would feel that you should have to contain the dog rather then the parent contain the kid. I wouldnt expect my dd to get bitten by a dog in target as you claimed "could" have happened to these kids.
