would you be mad if in laws...
I don't know. My parents also leave for the winter. They used to leave right after new year's. Then I had my second daughter jan 9. Now, they leave right after her birthday. I like that they do that, but don't know if I'd be mad if they didn't. probably a little sad, at least as she grows older and realizes, because my kids are very close to my parents. a friend of mine has parents who do something similar, and she was also sad that her parents didn't come back for her daughter's bday.

If it was DD's 1st birthday I would be mad, but any other birthday I wouldn't care. I guess it's how you grew up b/c my grandparents weren't around on everyone of my birthdays.

In that scenario - no.
Now, if they were here and just missed the birthday for no good reason, then yes.

Re: would you be mad if in laws...
I am going to say yes - and I REALLY hope this doesn't come out the wrong way, if it does I am sorry - because I cannot imagine my parents or ILs ever missing a grandchild's birthday willfully. Like your ILs, my ILs are all about family, and while they don't travel much to see us now that we are far away, if we were in the same town/county/state they woul postpone their trip to be with my DC on their birthday.
I would be shocked and saddened if they couldn't wait 2 weeks to start a 4 month long trip and I think that's what is getting to you - you assumed they would be there because they love your kids and their son and the idea of them NOT being there is preposterous. But there they are, planning their trip two weeks too early. And it's more a blow to the gut than it is anger.

no way! I'd be thrilled since they suck most of the time & are completely unreliable anyway. As long as ds is still getting a gift, I'd be fine with it.
In all seriousness, if you have a nice relationship with them & they have never let you & your family down in the past, I would be annoyed.

Re: would you be mad if in laws...
It's a big milestone and it's obviously important to you, so yes, if I was in your shoes I would be very hurt. Especially when they ARE willing to rearrange their vacation schedule for another grandchild.
They have the choice and they are still missing it. And while I would not expect or even want them to adjust their schedule every year, if they planned to miss the birthday every year I would be very very upset.

No I would not be mad as long as they send a card and called on his birthday.

I would be very hurt and angry. We are close with our families, so if DH's parents decided they wouldn't be around, it would really bother both of us.

Re: would you be mad if in laws...
#1 I would be very very very annoyed, and not ashamed to show it since they are clearly showing a preference by coming home for their other grandkids #2 I would be pisssed for my husband. They are hurting him, as you wrote, and that is just not cool #3 I would NOT celebrate another time. THEY are CHOOSING to leave for NO REASON. It's not like they have something special they can't post pone or whatever. If they don't care enough to be present why should you care enough to make special arrangement's for them? #4 I get they have a life, but it's their grandkids, and there is nothing that makes me madder then the eternal "show" family. I have family like that and let me tell you I don't give a rats asss how "close" of a family you SAY we are...we're strangers except at a funeral. Grow up and except the reality you create.
I agree with this!
