To me, it looks like an accident.
It looks like Tigger almost lost his balance near that fence and I guess to catch his balance he accidently hit the kid.

I saw it on the news yesterday and when you see the tape on TV you can tell the kid is pulling on the back of Tigger's head.
That kid is going to get made so much fun of he is going to end up pizzed at his Dad. Can you imagine what teenage boys will make of this That kids social life is over.
