At my local supermarket we have to pay £1 for a cart, and its a pain in the arse. But there are never any free ones, so I always pay. I have this little keychain with a pound coin sized metal disc that I can use...it looks like this, so I never have to use real money. IMAGE
A slug keychain! Ingenious! I was going to say that a quarter isn't enought money to deter anyone, but a dollar (or a pound) would be. But I guess, there are way around that too. Is it a a fee, and not a deposit? Because that is annoying--like you don't already pay enough for groceries.
To answer the question, I usually use a basket, not a cart!

I still don't see how a quarter is going to keep people from stealing a shopping cart. But to answer your question, I almost always take one from the front of the store. If there is a stray cart on my way from the car to the store, I will grab it.
The intention isn't to keep you from stealing them. The idea is that for $.25, either you, or someone else will return the cart to the corral area. It saves them the cost of paying an employee to do it.
Just like the bottle deposits don't MAKE you recycle cans and bottles, but it is enough of an incentive to make someone return them.

you put a quarter in and it releases one
when you are done, you put it back and it releases your quarter
I think this is a Queens thing - My mother was baffled when we had to "lend" a quarter for a cart.

I remember the quarter for the cart! Pathmark used to have it...not sure why they did away with it.
I typically get a cart from inside the store (they are typically held in between the set of doors).
As far as returning it is concerned, most of the time I do not. Which I know is very lazy of me. But I figure I'm helping the cart person maintain a job.
