But in retrospect (hindsight being 20/20 and all) - the bracelet.
ETA: At 16 I would have loved the cash and would have blown it on clothes, fast food and hanging out with friends. A year later I wouldn't have been able to tell you how I spent it and I would probably have nothing to show for it. The bracelet? She'll have it forever.. and when she's 30 she'll look at it and remember her Sweet 16 and the person who gave her that memory.

Definitely the bracelet. It's something tangible that will remind her of you whenever she wears it, plus girls love Tiffany anything! I still remember getting mine from DH as a birthday present years ago

It def depends on the girl.
If she likes jewelry then go with the bracelet. But at 16 I didn't even know what Tiffany was, that blue box wouldn't have meant anything to me. Still doesn't really. I'd rather have had the cash.
