My MIL did one and it was a disaster b/c she threw it for herself, not for us, and she was her usual crazy self accusing everyone of trying to sabotage her efforts. The whole thing was a disaster. Long story. 
We were fortunate though, b/c a close friend threw us a surprise one after the disastrous MIL shower and it was amazing and we felt so loved.

MIL threw one for NY friends and DH's family, My mom threw one for my MD friends and my family and my work thew one.

My mom paid for the shower but my sister handled decorations. I had a lot of input in planning it but they footed the bill.

my MIL paid for the venue. My mom threw my bridal shower so my inlaws wanted to do the baby.
I did a lot of the leg work though like making favors, decorations, invites etc. I wanted the control lol

My sister planned everything and hosted but my Mom paid for most of it. I told my sister what decorations I would like and DH ordered and paid for the favors.

I voted MIL and Mom.. Although I know they split the cost of the restaurant which was the biggest cost, my mom did ALL of the planning and also bought the cake, favors and invitations. LOve my mom. But my mom is in to things like that , DH's family not so much, but they wanted to help financially which I really appreciate.

my sister and two best friends threw mine. My mother passed away. My mother in law did none of the planning but she did put money towards the shower.
