Odd bathroom situation...is it just me?
If they were there and I walked in, I would absolutely leave-theres a corridor on the way in and if I heard someone, I'd leave-why would I stay there?

I don't think anyone is at fault. The bathroom layout seems strange since it sounds like it is a co-ed bathroom.
I have 2 boys ages 4 and 6. When they have to go, they often barely make it to the bathroom.
I have never taken them to a urinal because I only bring them to the ladies' room.

It's a kid bathroom. Strange set up, but...
Honestly, DH has to take both DD and DS to public bathrooms at times (3&4). Both trained at around 2, so it started early. By need, I'm sure they pass by urinals (used by adults). I don't get worried about that.
Therefore, I wouldn't even blink at this situation.
Having 2 potty trained young children, they know what everyone's pee pee looks like. I've even heard great discussions of the differences.

Adding... I think my kid's preschool has a coed bathroom too. No stalls, just little toilets. Maybe they separate when boys & girls go... But I never thought about it til this post. It never concerned me (but it was great in teaching DS to pee standing "like a big boy").

It probably annoys you because you don't like the family.
If it was a public co-ed family bathroom and a stranger family came in, you probably wouldn't think twice about it except that it is an odd layout for a co-ed bathroom.

I don't think that they did anything wrong and I think he probably only apologized because you gave him a look. At Saf-t-swim in New Hyde Park there is a female bathroom but boys under 5 are allowed to use it. there is a urinal out in the open. I would not think twice if I had my girls in there and a little boy went to use the urinal. In fact, the bathroom is huge, I am sure it happens all the time. Maybe I don't care because I also have a son and my girls have seen it all. It would be one thing if the dad walked in to a female bathroom but I am assuming these are daycare aged little boys.
