Neglect
The people who live directly behind me leave their dog out all day and night. It's now 10:10 pm and I'm listening to him whine and he scratches at the door. I can see people walking around in the house and they are ignoring him. How can they not hear him? I feel so bad. I want to go over there and steal him from that hell.
Should I call animal services? This has been going on for weeks and it's borderline neglect. Besides that I'm unable to sleep b/c I can hear it with my windows closed. I really don't care though I'm more concerned about the animals welfare. But, do the owners care that they are disturbing the neighbors?

Where do you live..if it's Nassau or Suffolk, call the local SPCA...they will check into wether the dog is being neglected or not. Unfortunately, if the dog is well-fed, has water and shelter there probably won't be much that you can do. I tried it with a dog down the street...but if he's being neglected in any way, they will address it. If you live OOS, you may have to check into who to call regarding the situation.

If anything, calling them will establish a presence and ensure that their neighbors are aware of the issue. Perhaps they turn the dog over, perhaps not. But if it gets worse, at least there's an existing complain.
I feel sorry for dogs left outside all the time, especially on days like this.

ITA, I would be so worried about the dog that I would not be able to sleep. I get upset when my neighbors dog whines to go in for 15 mins, let alone that long.
Call the SPCA for sure. Worth a shot and you will remain anon.
