yes, it's a color block dress. Calvin Klein made a lot like this, with the blouse top and black pencil skirt bottom.

I have that dress(if not exact make, its identical!!)
Its BCBG, I'm pretty sure I bought it at Bloomingdales in Roosevelt field,but it was over a year ago....
