Changing cell phone providers..
Does the new provider help you get out of the contract with the old provider... assuming your contract is up?

Yes. When you go to the new carrier, tell them your contract is up with your other carrier...and they do all the work. You can even keep your same cell number you have... just maybe a day you may get a temp number...

Well, first of all, if your contract is up, then there is no contract for you to get out of.
But basically if you want to keep your number, you have to go directly to the new cell phone carrier that you want to have. DO NOT cancel your service with your existing carrier first. If you do, you will lose your number.
You go to the new carrier and when they set up your account, they will do what's called a "port request". They will put your existing number into the system, it will verify that your number is eligible to come over, then once the account is set up, the old number will transfer over to the new carrier and your old account will automatically cancel with your old provider.
Now if your contract is not over when this happens, you will be charged a cancellation fee which no new carrier will help you pay. That's your responsibility.
