what requires c/o's?
We want to add an entrance or at least an egress to our basement. Do we need a c/o for this? How do I know what I need a c/o for?

most likely you will need one, you can try to do if its in the back of the house and you might not get caught but when you sell the house you will be required to get it regardless. Go to your town/village and ask about it, say your looking into how much it will be permit/taxes.

Re: what requires c/o's?
I'm pretty certain that town of Islip requires a CO for that. When we had a dormer put in they required a final visit from the building inspector to issue our CO and he tried to question the obviously old cellar door and the fireplace! We were able to show that the cellar door was already on the existing CO and he said the fireplace clearly looked original and as long as he couldn't find any pictures in their files that showed the house without a fireplace he would add it to the CO. They did require us to make additional changes to the basement because the previous owners had finished half of it without a CO, so if you have anything that is not original, and not on your CO you received at closing, be prepared to possibly have additional costs, fees, fines and work that needs to be done before they will issue a CO.
