normally mothers or MIL...but I am helping my friends mom with hers...also, we threw a 2nd babyshower for my other friend.

ITA DH was trying to do it for me since my mom is out of state and can't afford it, but then my MIL took over!

My mom is thowing mine and paying for it, and my sister is helping her. My MIL offered to help in any way she could.

I've thrown showers for friends though - it depends on the situation.

A group of girlfriends thew mine when I was in the States last week (still have to post pics!). But my Mom lives out of the country (as do I) and I wasn't going to be anywhere near my inlaws, so thats just the way it worked out.

I would say "normally" the mother or MIL but as a few said above..definately no rules as to whom. My mother passed away (she was here for mine) so when my sister gets preggo..I will throw it.

my mom is paying for most of mine and planning all of it (MIL says shes chipping in but we'll see what happens) and my DH is clueless so I told him to mkae sure he helps my mom, maybe do the favors or something. And im sure some of my friends will help with some things too. I dont think there's a clear rule on who is supposed to throw it

I think that the traditional rules have changed (mother or sister etc) and anything goes! For example, my hubby basically threw my shower (he paid for it) then I planned everything! I took the initiative.
My bridal shower on the other hand was a total surprise. Once again, <3 hubby <3 booked the place set the party up and paid and my sil, mom and sister planned the little things.
