i thought about that too i found these that are really cute but i dont think they would be heavy enough to hold balloons down?

this may be too weird for some, but what about tootsie pops? I can't think "owl" without thinking "how many licks does it take to get to the center of a tootsie roll pop?!" 
they're sold in bunches-

Are you crafty? Maybe you can make some using felt and scrap fabrics. Add some beans to the bottom when stuffing, for weight.

You know, my first thought was an owl ceramic or pottery planter or flower pot. Owls are big now so I see them everywhere. Check the dollar stores or target.
If you do not have too many tables, it may not be too pricey.
You can fill them with candy or a potted flower/plant.

Just got an email from Land of Nod and they had these cute owl lunch bags for $13 each. Thought of you!

Again, not sure how many tables you have but if not too many, you can make the investment, then save them to give as gifts in the future... if you know a couple little girls to give it to!
And like I said, owls are pretty popular so you may be able to find some type of owl bag or pencil case at the dollar store.
