Why are my character beach towels not for 3 & under ?

Why are my character beach towels not for 3 & under ?
I grabbed a couple new beach towels at costco for my 1 and 3 year old. I noticed after I got home the tag says " Not for use for children 3 years of age and under. " Anyone know why they need a warning label? Do I have to worry about something in the dye?

I think it has more to do with the size and the possibility of a baby getting wrapped/tangled in the towel and suffocating if they are left unsupervised with it. The same warning is on blankets. Not sure if thats the reason, but that's my take on it.

Do they have any eyes and other embelishments that could possibly come loose and cause a choking hazard?

I was thinking this could be it, but then my adult towel didn't have the warning.
