I've been a homeowner for more than a decade now and never ever tipped my garbageman or mailmen...
:)
I do not tip them either. Our garbage is a paid service and the guy has an arm that comes out of the truck and grabs the can for him. My mailman is nice and delivers the mail, but we get very little mail - there are many days (2-3 days a week) that we get no mail at all.

I never tip either and dont understand the practice of tipping civil service workers on LI, esp for a job they are already being paid to do and may even get compensated for extra by their dept supervisors, etc....
Not all sanitation workers are civil service - some are private carters - it depends on where you live. Mine are civil service, so I don't tip. My friend has private carters and she does give them something, because they take lots of stuff that technically they don't have to.
To answer the OP - I would try to catch them in person.
