My parents did not. My cousin has a small pond and didn't need a permit either.

Just a FYI that you can't put a pond in the front yard. My neighbor has one and the guy next door is a fire fighter. He told us that the pond is illegal because children can drown in them

In Malverne, you might need a permit since you need one for everything else.
