When would you send these invites?
My twins bday party is January 23rd
When would you send invites home for classmates?
Before Christmas break (Dec 23rd) or after?
If before should I do a week before breAk? I'm concerned people with completely forget to rsvp with the holidays!

I would send after Christmas break. They will get put to the wayside I think before Christmas

I would send before. I think it's pretty obvious that an invite is not a Christmas card, and people can act accordingly.
