When would you consider your DC a late walker?

I think 18-20 months is a late walker My DS is also almost 16 months and has no interest in walking he cruises furniture/toys, walks with his walking toys, can stand on his own, can get into a standing position from sitting and can climb like theirs no tomorrow but he REFUSES to take a step by himself. I am giving it til he's 17 months and then i will prob call EI to see if i need to get an evaluation going. My ped is currently not concerned b/c he is doing all the others things and thinks he will one day just take off...i hope hes right. for now i am sick of everyone i know constantly asking us, is he walking yet i always respond with no, but he's his talking is doing great (he was an early talker)
