UPDATED. So angry at my neighbor. Does anyone know the law?
To avoid a long, drawn out story, I'll just give the basics... we just installed a new white pvc fence around our property. Does anyone know if my neighbor has the right to paint his side of the fence? We're in Nassau.
Update: So DH called the fence co and it turns out that painting it DOES void the warranty. DH went over to talk to our neighbor who said he decided not to paint it anyway.  DH made sure that he knew it was not an option in the future because it would ruin the warranty. The neighbor seemed annoyed but that's his touch luck! Thank you for all your advice ladies!

OMG I would KILL. I don't know what the laws are but I would guess if its "shared" he gets to do what he wants on his side.

I do not believe so. It's yours, ON YOUR PROPERTY line, so NO. I do not believe he can do ANYTHING to it,other than he has the right to block it (on his own property if he does not want to see it).

It's not shared. They paid for it. It's on their property (or certainly should be or that's a whole different issue).
So no he cannot deface her property, her fence, if it's hers on her own property.

I am a lawyer, but it's been awhile since I took property law and real estate disputes were never my area of practice.
With that caveat, I think your neighbor's rights depend on whether the fence is on a shared property line or entirely on your property. If it's the former, I believe in NY it's considered a shared fence, regardless of who paid for it. If it's all on your property, then it's yours and your neighbor can't do anything to change/alter it (i.e., shouldn't have painted it).

Thank you all for your responses. He hasn't painted it yet (they just finished installing it today) but he told my DH that he wants to. I flipped out when DH told me. I called the town and they say there's actually nothing in the town code but b/c it is my property, I could take legal action if he paints it. Now DH has to go over there and make sure he is aware that he is not to paint our fence. We always try to be a good neighbor to this person and he is being suck a d!ck. I'm just so upset about this whole situation.

If he doesnt like it, he can put up his OWN fence or put up bushes. As long as you put up a fence with proper permits (did you I hope), then you have nothing to be concerned about and need to make it clear to him it is ON your property, it IS your property and you had a right to put it up, but he does NOT gain the right to paint it.

If it is on your property he can't paint it. What color does he want to paint it?
Our old neighbor was pissed when we put a fence in. He planted bushes all along his side.

He wants to paint it grey b/c he's "not a fan of white" DH went over to talk to him and apparently he is away for the weekend. We'll have to catch him when he comes back.

This is exactly what I'm thinking. We just put up all new fences on a half acre. If my neighbor painted his side of the fence so I didn't even see it I wouldn't care. I'm never going to see it. If you don't like it, plant some bushes or trees. There are a few options to hide what you don't like. But don't paint something I paid A LOT of money for that is on my property.
If a neighbor had a big ugly shed with the back facing your property. Would anyone just go over and paint it because you didn't like the look of it? No. You would find another option and handle it on your propery. Like plant bushes or a fence to camouflage it.
ETA: Curious if there is a warranty on the fence. If there is would painting it void that?
