I hope you've confronted them and if they don't care, I wouldn't think twice about calling the cops to make them aware of these drug dealers, because that's what they are! SCUM!!

Hmmmmm, well, there's not much worse in the world than making a profit off of a family member's tragedy. I think it's truly infuriating and just simply despicable.
I would cut off all ties going forward, for both yourself, and your DH.
ETA - I would also call the police on your BIL. It's one thing to have an addiction, it's wholly another to sell the drugs to the addicted. Put him out of business once and for all.
