Still crying before naps and bed
DH and I have both noticed that DD rolls around and fusses for 10-15 minutes before falling asleep both for naps and before bed - it's like she can't get comfortable.
She has loveys and chews on them but then inevitably drops them and chews on her sleepsack 
Should I just resign myself to the fact that she needs to fuss and cry before sleeping? Is there something else we can do to help her?
She is definitely not overtired when we put her down, we're careful to put her down no more than 2 hours after she wakes up and try to catch her before she starts rubbing her eyes.

I think some babies (mainly girls  ) can be like that. I know Sydnie was. It's hard but sometimes it's just how they decompress I think.

I agree...if she eventually falls asleep..she may just need to do this to "soothe" herself.

Emerson does the same exact thing before naps and bed.
I put her down in the crib with her paci and lovey and she just whines and whines and fusses for about 10 mins, then eventually will just pass out.
I've chalked it up to her just being that way

DS usually whines for a few minutes before naps. He sometimes stops stares at things and then start whining again. If it goes for more than 5 minutes (that's my sanity limit) I'll strip him down, dunk him in a water bath for a few min, swaddle him, give him a little bit of water in a bottle, turn on sound machine, stick a paci in, and he'll pass out in 30 seconds.
I just had to do this for his afternoon nap. He was a crankpot for some reason.
Bedtime, I don't know what we are doing right, but we never have any issue, he's out cold instantly.

DS is the same way. We're still doing Ferber, well sort of I guess, but he needs to be cranky for a bit - like he's trying to get comfortable - it can take 15 minutes sometimes. I feel so bad b/c he wants to sleep you can tell, but he's just not comfy enough.
