We did apply last year but we received a letter in the mail yesterday to apply online.
After applying online lastnight, it said we'd receive a check within 3 weeks?
So who knows what happened? 
They sent you the letter to verify information as they might have received changes about owners/properties or for the reasons they list on the letter even though you may have applied for last year. If anyone gets this letter, they should fill it out and return it before December 31st, 2008 or apply online. Then they will send you the check in 3 weeks.
