Would you buy your nephew & niece a gift if they hadn't sent you a thank you for their birthday?
Is it the child's fault? or is that the mother is so disorganized? or perhaps, the father was raised by wolves.

I would.
My mom was terrible about thank yous. She always meant to send them (or make us), but she disorganized and didn't always send them.
That didn't mean that we (or my mom) didn't appreciate every gift we got. It was just a serious lack of disorganization.
