Thank you, great question! I was wondering myself cuz one of the people who live upstairs have that on their car and I was wondering what it meant. Never thought to ask on here.

Boricua is derived from "Borinquen" the Taino Indian name for Puerto Rico. Tainos were the native indians in PR prior to colonization. So all descendants of PR are called either "Boricuas" or "Borinqueños".
Te quiero quite literally means "I like you". But it could also be translated as "I want you" depending on how you use the word "quiero" since it's derived from the verb "querer" or "want".
Te amo means "I love you".
Te necesito means "I need you".
