The LH surge line appears on an OPK when you're at your most fertile time. This is a postive test for ovulation. As Kathleen so correctly pointed out (A+ lady  ), LH = lutenizing hormone.
The OPK test works by detecting an increase (or surge if you will) in the amount of this hormone in your pee-pee. LH is always presnt, but the levels surge in the middle of your cycle, causing the egg to release from the ovary 24-36 hours later, hence predicting your ovulation! Hooray!
The directions continue ( ) to read that for the egg to be fertilized, sperm must be present around the time its released. The egg, BTW, only lives around 24 hours, hence making this TTC concept as easy as predicting when lightning may strike. 
If the LH surge line does not appear when you urinate on the stick, that means you haven't ovulated yet (or maybe another 24 hrs away from it).
