Re: cruise questions..
The $20 pp cover charge covers your meal (not the tip, which the waitstaff would appreciate in cash or they have to split it with everyone).
We didn't skate but enjoyed the ice show. Make sure you participate in one of the Quest games, they're lots of fun (they hold them at the rink).

Re: cruise questions..
I haven't been on the Explorer but I've been on the Mariner, which is a sister ship.
The restaurant surcharges are just that and cover your entire meal in each "specialty" restaurant (except for alcohol). Depending on how you book you may wind up w/a book of vouchers in your cabin that may include coupons for restaurants. I think DH &I paid $5 for the both of us to eat at Johnny Rockets. We also ate at the steakhouse (Chops), which was ok. Aside from the specialty restaurants, all of your food is included.
There are definitely some cool places to eat in Bermuda. We did high tea and lunch at the Hamilton Princess. I also love the Swizzle Inn, which is right across from a nice aquarium if you're into that sort of thing. There are also lots of pub type restaurants right in town in Hamilton.

Re: cruise questions..
I sailed on RC freedom of the seas 3 years ago; we ate at both Chops and Portifino's the $20 surcharge covers the food; but not the tip or drinks you order.
I enjoyed ice skating-it's not a huge rink; but was good enough for me to skate around in. I actually even took one of their skating lessons which was fun.
I also took advantage of the spa tours on the 1st day and got a free facial. I can't remember how but i even got a 2nd facial later on during the cruise-i think i signed up for a seminar or something the morning of a day docked in a country. just went early to not get in the way w/my plans for the day...

We usually cruise with NCL but I definitely recommend the Swizzle Inn. It's actually directly across the road from the Crystal Caves, not sure about any aquarium nearby though. The caves are cool and the Swizzle Inn is fun. You can sign your name on the wall or ceiling there which is fun. There's also The Pickled Onion is a pretty famous bar/restaurant there, too.
I'm not sure how long your ship docks at Bermuda but if you're at 1 port for 3 days, I suggest getting the 3-day bus pass for touring the island. Hamilton is nice for shopping and it's about 1/2 hour bus ride. I also recommend Horseshoe Bay- it's just a nice beach with lots of rocks to climb on.
