I don't send them.
It honestly makes no difference to me if I receive one or not. It's just a nice gesture. I'm sure if I had a DC, I would send a picture one.

I mailed about 125 cards this year. Friends, our HUGE family, our co-workers, neighbors....

I send to as many people as I can within my budget. I just hope those who don't receive understand  and of course anyone who sends me one makes the cut! I'm not really a card person so the etiquette is new to me
