This article is a bit more detailed in regards to what happened.
yes there are LATCH limits. A general rule is install with a seatbelt when your child reaches 40 pounds. BUT there are exceptions to that.

Thanks for the reply. I have a 2010 Honda Odyssey. My 4.5yo is about 38lbs. and forward facing in the 3rd row in a Graco Smart Seat with LATCH. My 2.5yo is about 36lbs. and is rear facing in the 2nd row in a Graco MyRide 65 with LATCH.

Honda follows the 65 combined rule.
The Smartseat weighs 33lb by itself so your 4.5 year old should be installed with the seatbelt. A few other things about the smart seat....when they hit 40lbs the seat MUST be on recline 1 (if it isn't already) Make sure that the harnesses are coming out from at or above their shoulders as well. Also, the smart swat crotch buckles were part of the recall and if you haven't ordered a replacement you should. And just keep in mind that if you plan on using this seat in booster mode the IIHS recomends that parents carefully check the fit on the individual child because depending on the child and the vehicle it could have a poor belt fit.
The myRide weighs almost 16lbs by itself. So you are okay to use LATCH until your 2.5 year old is approximately 49 pounds. A few notes in regards to this seat....when rear facing make sure that the harness straps are coming from below their shoulders. Also, the seat can only be used rear facing until they are a maximum of 40lbs OR when they have 1" above their head to the top of the shell. Whichever comes first. When switched to foward facing the harness straps must come from at or above their shoulders. When they do not the seat os outgrown. Unfortunately because of the lower top harness height, the seat is outgrown foward facing shortly after outgrowing it rear facing. The majority of the buckles on the MyRide seats were recalled as well so a new one should be ordered for this seat as well if it hasn't already.

Thank you for all this info. We did already get replacement buckles for both seats when the recall was announced. Sad to hear that the MyRide won't last too much longer after we forward face him. When that time comes, what seat would you recommend? Thanks again.

Depends on your budget and how long you want to harness him for. Typically the Graco Nautilus/Argos is a "go to" seat for many. Has a decent harness height that will get the majority of kids to a safe boostering age (unless they have a very long torso) it the converts to a high back booster and then a no back booster. A less costly seat that does the same thing is the Harmony Defender (around $100) On the pricer side is the Britax Pioneer and Frontier. They have higher harness slots and weight limits then the other seats.
