I have always heard this but I thought it was 14. Growing up I wasn't allowed in the front seat until I was about that age.

You are reading the parapgrah wrong. It says 16 and old can be FINED. It says nothing about having to be 16 to ride in the front. If a 15 year old is in the front and not wearing a seatbelt, YOU will be fined, not the 15 year old.
