In the past, we have invited the class, neighbors and friends. We have met new people and we just can't invite everyone. The problem is everyone in each group knows one another so I feel people will feel excluded.

How old is your DC? I wold just stick with their friends..who they play with/have playdates with ect. You can always have coffee/cake with neighbors at a different time,Im sure they would understand.

Invite everyone in one group.
A co-worker's kid wasn't invited to a classmate's birthday party. Many were invited from the class. To hear the father try to explain to the kid why he didn't get an invite was terrible.

ITA.
Our good friends had a b-day party for their DD and didn't invite us. Her rationale was that she stuck to groups and didn't invite the group of friends we're apart of or school friends so we didn't get invited.

I agree - invite people from just one group and people will understand.
DH's friends used to invite my DCs to their DD's birthday parties but once they started kindergarten it became a school-friend invite list. I'm not offended and when my DCs ask about their friend's birthday party I have told them only a few kids can go to the party and we're lucky we get to see E all the time.
