I just reported a case of neglect UPDATE 10/10
This dog has been bothering me for 2 years. But this is the straw that broke the camels back!! He is an outdoor dog only and sits on the front lawn of this house is all kinds of weather. It used to break my heart to see all 25lbs of him in the snow. But yesterday I walked past him and he had about an 8lb tumor hanging off the front of him and could hardly walk. My heart aches for this dog......I hope the Suffolk SPCA can help him or take him out of his misery 
UPDATE: Well the officer went there today and actually called me back to followup. The owner has until Monday to get vet records to the SPCA or the dog will be seized and the owner legally charged. The officer told me the house was filthy and the owner was a real j*rk. He said he had to threaten to take him down to the precinct for fingerprinting to get cooperation. The officer actually lives in our town and said he will be passing by frequently for checkups if the owner pans out. He thanked me for reporting it and told me he wishes more people would speak up for neglected animals. Kudos to the SPCA!!

Really?
Is it not disturbing that someone that calls themselves a HUMAN BEING can do this to an animal?
Should people like this even be allowed to pro-create?
I'm sorry but I find the way a person treats animals as a HUGE indicator of their moral make up and the color of their soul.
Disgusting.

I think it's great what you did. I'm sure they don't have vet records, or that tumor would not be there. I only hope when the dog gets veterinary care, that it isn't too late.
