I also use a lip scrub from sephora:

Don't laugh, but this is the only thing that really works for me....I use classic chapstick, and then put on Victoria's secret lipgloss (comes in squeeze tubes of yummy flavors). My lips are so soft now, and that lip gloss stays on for awile (unless you eat, then I always have to reapply it). But I love it, and it is only $5.
