I would only NOT tip if I also informed the management why you didn't tip.
Not tipping just makes you out to be a cheapo.
Not tipping and informing them WHY is the way I would have done it.

You absolutely did the right thing. I would have done the same and actually have done it in the past. Tipping is for a job well done, not out of obligation.

You were absolutely right not to tip and I would definitely tell your regular hair person about it. Not sure I'd bother with the letter. It probably won't do any good. I used to go to a place like that too. It was like they were doing me a favor by charging me a small fortune to fit me in to their schedule.  Then my hair stylist/colorist wasn't working on Fridays OR Saturdays (the only days I could get someone to watch DD for me.) So that was the end of that! My new place charges the same, but treat me like gold. 
Sorry you had such a lousy experience. Hopefully your stylist will go to a better place.

But if I stayed—no tip! I don't tip on terrible service!

I would not have tipped based on the "too busy for you" attitude.
In regards to the hairdressers and how much they charge. They do not make 100% of what the salon charges. They usually make a commission unless they are the owner. That does not justify being unprofessional but it does clarify that they don't get all the money you pay for services.
