I'd only respond kindly since it's within the family, just to keep peace because something about this makes me think this bride would be the type to blow shit up.

Wow, that's pretty rude of the bride. If the family had already been invited to the wedding and were going to be there anyway, it might be ok, although still rude to only give a few weeks notice. But the fact that they weren't even invited to the wedding and haven't spoken in years, it's completely ridiculous of her to even ask!
