plaster walls and hanging a mirror
to hang a heavy mirror in the plaster wall can i just use the plastic anchor or do i need something else?

As long as you use the appropriate anchors. Some anchors are rated for 5 lbs, some for 50lbs. I would weigh the mirror, then use anchors that by themselves would be able to support the mirror.
If the mirror weighs 40lbs, I would use 4 50lb anchors. They'll be hidden behind the mirror anyway, so you might as well use the bigger ones.
ETA: just realized you said plaster walls. Do you have drywall or lathe and plaster?
