it depends how long your cycles are.
Mine are usually 32 days, so I get a +OPK on CD 17 usually, so I think I O on CD 18. If you have a "typical" 28 day cycle, you should O around CD 14. Usually you O 14 days before your next AF.
(Although I just realized that I think my luteal phase is 16 days, not 14!)
