A MURDER occurred next DOOR to them. Your SIL is PREGNANT and a MURDER occurred in the house next door and she had to deal with tear gas and being evacuated from her home.
Had BIL dropped her off first and then took the time to bring you your gifts, she might have been home ALONE while a MURDER was occurring next door.
Perhaps it's the heat and my cankles mocking me all afternoon, But, Um, sorry..... selfish much?

Thank you- I see all these posts saying "Oh, I understand...." and I keep rereading the OP and I just don't get it.
You're gifts are FINE, you'll eventually get them. Seems to me that your BIL *might* have other issues beside getting your presents to you on time..... I can't believe you're even *irritated*.
