Either. Definitely not girly, kind of more boyish but totally could be gender-neutral!
I had blue rain boots & rain coat for my daughter when she was 2, they had dogs on them and she was obsessed with dogs. They were clearly boy-oriented but she loved them.

Neutral.
I always feel a girl can wear anything but a boy is more limiting. I mean a girl CAN wear a shirt with blue monsters and no one cares but a boy with a princess in a tutu shirt gets two looks.
