Yes you can decline certain portions of the recommended work, but they then "re-run" the calculations to see if the altered project still fits in there payback equation. Contact Will @ the LIGH office.
I am going thru the program now, and have had half the work done. I have a lot of opinions about the program, some good and some not so good. Going into the program I was looking to get my troublesome boiler replaced.
The "Auditor" they sent to my house was employed by the company (an insulation company) who standed to benefit from the recommended work.
He tested my home (in retrospect, somewhat lackadaisically) told me I needed some blown-in insulation in my attic, Hi-Hat draft stops, insulation in my garage ceiling below my living room (wideline hi-ranch) because my garage was an unheated space below a living space. (makes sense), as well as some foam sealing and a few draft stops.
The Auditor also told me that my boiler was rather efficient for its age and didn't need to be replaced. Mind you it's a 25 year old boiler , oil fired, w/ no hot water heater, just the coil.
The auditor leaves, and I felt that if the program wasnt going to replace my boiler or convert me to gas, at least I paid 200$ and had a professional evaluate my home, so I know where I stand, and can address my insulation "issues" on my own.
A few days later I get a quote and this Fancy report and charts from this insulation company for 4500$ worth of insulation work. I called the office told them I was declining, and did not wish to participate in the program.
Two weeks later I get call from the insulation company, the owner called wanting to discuss my decision to decline. Instead of just telling him no and hanging up, I was in a bad mood so I decided to tell him, what I really thought. that the program is biased in the fact that they send auditors employed by the companies that are to benefit from the work. And honestly I needed my boiler replaced, so unless I can get my boiler replaced through the program I wasnt interested.
Long story short, he respun the numbers, to get my boiler included in the program, a 4500$ insualtion job, came attached to a 8000$ gas conversion and we decided to go thru with it. It was basically a package deal. So I took it only because I needed my boiler replaced, and wouldn't have the funds to replace it on my own before the winter.
So far the insulation work has been completed (4500$ for a half day's work bugs me) and national grid is coming to install my gas in a few weeks.
I've called the program's office, and have discussed my concerns with the director of the program Will, he seems like a good guy, and acknowledged the programs faults somewhat so, If you want any more info about the whole thing let me know.

my biggest concern is the insulation, we just closed and we plan on doing some work which require us to take down sheet rock and it will disturb the walls. I guess I will look over the report whenever it gets to me (still waiting two months later) and talk to them.
