wall paper and paint myself
rip up carpet myself
have HW floors done - hire out

Having just gone through this, I would:
1. Rip up the carpet and tear down the wallpaper myself
2. Pay someone to skimcoat the walls if neccessary & refinish hardwood floors
3. I would Paint myself
