i am guessing you mean the door has the kind of lock that says "occupied" when locked from the inside.
if i just went over there, no.
if i've been waiting a while and no one has come out, probably.

If it was awhile, yes.
Occupied means occupied but it doesn't mean occupied for life. Do your business & get out. They could be putting makeup on, etc. This gives them a headsup that someone is waiting.

No, but if i have to wait too long, i'll usually hold it and try somewhere else if i can. Don't want to go in there and find out why they've been in there so long
