if you hit the regular search button, that GW page is listed first, followed by the page for Jimmy Carter.
One more reason why I think google is not just "technology" but something that's been manipulated by the opinions of the people who work there.

I heard on the news last week (didn't try it though) that if you type in "abortion", google responds with "did you mean 'adoption'?" But if you type in "adoption", it doesn't ask you "did you mean 'abortion'?"
Google fixed it after many complaints.

There has to be some reason why that is happening-- I just went to the page and checked the source code-- when a web site wants to come up in a natural search-- they put keywords into the meta tags in order for them to pop up at the top of a search-- "failure" is not one of these key words needless to say.
