Kitty Kind at the Petco in Union Sq always has kittens.

well its not for me, it would be a christmas gift for me sister.
ever since her (our) cat died a few months ago she has been begging my parents for a kitty.
i want to be the one who gets one for her..... but places that adopt out, like shelters and petco do not adopt out pets for gifts....understandably so

Can you talk to someone there directly? Maybe they will bend the rules, since you guys are responsible owners, the parents are aware, maybe provide a vet reference?
