I would report it for the simple reason that there is someone breaking into cars out there and they should be stopped.
If you file a report you help catch the crooks. If you don't tell your insurance company anything they won't know anything.

DH is a cop, he said if your brother doesn't know who did this, and he doesn't want to go through insurance, then a report is pretty useless. The reports are usually only for insurance purposes only
