It reminds me of Muse/ Maggy London or BCBG...
I got the line sheet from a friend for the new Muse cruise wear and that dress wasn't on it.
This sort of reminded me of your pic.

I feel like it's made by Donna Morgan because I see a lot of really similar dresses... but I can't seem to find that pattern!
ETA: this is a donna morgan dress... it looks really similar in style (not pattern, obviously!)

I think it is a light fabric, with an underlay, not a rayon/lycra dress...
I was going to say BCBG, or maybe even Diane von Furstenberg... or maybe Free People....
