Bellagio & Venetian are very romantic!
They also have some great restaurants in the hotel.

Agree about the Bellagio & Venetian
The Cromwell is a small boutique hotel right on the strip It's very nice - love the decor in the rooms, I'm not sure if I'd call it romantic (maybe), it's very unique and interesting (they call it Parisian-inspired)
Loved Giada's restaurant in the Cromwell - great views overlooking the main strip and delicious food.

We ate and carnevino when we went .. .it is in the venetian so nice but pricey
there is a restaurant in the bellagio that you can watch the water show from your table not sure the name though .. my friend ate a late lunch early dinner there and it was less crowded and she got a great seat

I agree Palazzo or Bellagio. The Mandarin Oriental is really nice as well.
