Tomorrow will be the first time I will take a cab with my 3 & 4yo without car seats. So my question is, do they sit in mine and DH's lap with seatbelts around us both, without seatbelts around us, or off our lap with/without a seatbelt?

No clue what is safest and after being rear-ended while driving 2 weeks ago I am a bit paranoid and want to make sure we are as safe as possible (bringing car seats with us is not an option)

We have put our Dd in the middle with her own seatbelt. I wouldn't put her on my lap. And I keep my arm across her body (even though I know that won't do anything).

None of those options you described are safe.
A seatbelt hitting a small child the wrong way can cause more damage than none at all.

I'd get an Uber with a car seat.

I looked into Uber and another local car service and they only offer ONE car seat...i would need two

any other options?

In your situation I would have DH sit in the front and have you in the back with the kids wearing seat belts.

So maybe you can get one car seat and use a bubble bum for your oldest?
This way the seat belt would be positioned a little better?

It's super portable and easy to use

Should I use it anyway?

since you'll be with your DH, i would suggest you each request an uber with a car seat.

will this be in the suburbs or city? if in the city, what about subways to get where you're going?

Honestly- if it's between that and nothing, I'd chose that. At least it will raise them up a bit in the seat for the seat belt

I would find a different way to travel. I know that's a crappy answer but I wouldn't let my DD in a car without a seat. You didn't mention what kind of cab but if you mean a yellow cab I'm honestly not sure I would put my DD in one even with a seat, and this is coming from someone who has taken hundreds upon hundreds of yellow cabs.
