Since it sounds like you are always the one to initiate contact and take the time to talk to her, just stop calling her.
It will either phase the friendship out, or force her to realize she's being a sucky friend.

Sorry you're dealing with a "friend" like this.  I'm not sure how to stop being friends with her. I am so non-confrontational, I would probably just stop calling her and not return her calls.
