safety for stair railings?

our BR's are on the 2nd floor, obviously we're goin to safety gates by the stairs. But are you guys doing anythign for the railings in the hallway, for some reason I think my kids somehow manage to climb over them and fall over the stairs...

The railing should be 36" (i think) and at that height they would have a hard time getting over it.

We didn't do anything. Right now we just have a gate and We do not let my DS upstairs by himself.
