Hard Rock is the most central. We tried to stay there but it was completely sold out when we tried to book. We are staying at Royal Pacific. The agent I spoke to said it was the most kid friendly. It is closer to IOA. You get early entry and free express passes if you stay at one of the deluxe on site hotels.

Rec your Universal Resort
HARD ROCK love it there. Walk in pool with a water slide. Have stayed 3 times on property. The 1st time at Portofino which was great. All Italian themed and nice pool had kids but not really kid friendly. Hard rock has a party type atmosphere. I say more people with kids over 10ish and young couples. Never have stayed at the Royal Pacific but we checked out all the properties when we were there and that one seemed to have the most kids when we saw the pool. Also no matter where you can stay you can go dine or swim at any of the hotels.

My kids will probably be around 8 & 6 when we plan to go & the Royal Pacific seemed nice, but that's good to know about location. Just how spread out is the property? I've never been there.

We stayed at the Portofino Bay. Loved it! So beautiful and relaxing. My kids loved all of the pools and taking the boats to City Walk. We also loved the complimentary express passes.

You can walk between the 3 hotels and city walk but they also have a boat. The boat goes from city walk where the parks are located and all the restaurants and to your hotel. If you wanted to go to another hotel you would have to walk or take the boat to city walk then get on the other boat to that hotel. The royal pacific is the closest to the parks then the hard rock then portofino.

We just got back from Royal Pacific and our trip to Universal. The resort was not very spread out and the pool was awesome for the kids. There is a zero entry area with 2 lifeguards that is right next to a water spray area. DH and I were able to relax drinking beer and pina coladas with full visual of kids. It was amazing!
There is a boat that comes very frequently that takes you to City Walk in 5 min. Think the walk is 10 min if you decide to walk vs take the boat. It is then a 5 min walk from where the boat drops you off to walk to both Universal or Islands of Adventure. Super convenient.
With the early entrance and express passes, we never waited more than 15 min for any ride including the blockbusters. DH and I did child swap for the big HP rides and the single rider lines for those were like 5 min.
